An Energy Performance Certificate, or EPC for short, is a document that details how energy efficient a property is. EPCs have become a legal requirement for all house owners and landlords in the UK. It is very important as a house owner or landlord that you have a valid certificate before you sell or rent out your property to prospective buyers or tenants.

Energy performance certificates provide useful information that shows the energy efficiency of a building or property. You can also know in advance about your energy running costs on average for the whole year to come. In this way, you can transform any kind of domestic property into a more energy-efficient one.

They also show the energy performance of a building on an alphabetical scale of A to G. When a building is given a rating of “A”, it means that such building is highly efficient while buildings with a rating of “G” have very low energy efficiency and are not safe for habitation until such building’s energy efficiency is improved.

Are EPCs legally required? 

It is now a legal requirement to have a valid Genuine EPC for property in order to market your property for sale or rent which applies to both residential and commercial properties. It is now also a requirement to have a valid one if your property already has existing tenants in place. 

If you are looking to remortgage a property then the majority of lenders will request you have an EPC carried out on the property.

 

Essential elements of an EPC

When looking for an energy performance certificate, it is important to know that not all of them look the same. For example, most of the following information on older certificates will be present, although some may look a bit different.

In general, an energy certificate must contain the following:

  • It must contain relevant information about the property’s present energy use as well as its carbon dioxide discharges. This information must be stated using a rating of A (very efficient) to G (least efficient).

  • It must also contain the details of the EPC assessor who issued the energy performance certificate for future reference. It should also contain the date the inspection was conducted as well as the date the certificate was issued.

  • An overview of the relevant energy structures found on the property.

  • It should also have a certificate number which should be easily located at the top of the certificate.

  • An energy certificate should also have a validity date that tells the exact date the certificate will expire.

  • It should also contain suggestions about improvements that ought to be made to increase the energy efficiency of the property.

Environmental impact & improvements

An environmental impact rating is based on assumptions about the energy consumption and occupancy of a property. However, it does not take into account how the people living in the building consume energy.

Once you have all the information you need, it is time for improvements. On the energy certificate, step-by-step recommendations are offered in order for the property's energy to be reduced. These recommendations can result in lower energy costs and increase the energy score of the property.

If you decide to follow those recommendations in order, the certificate provides you with an estimated cost of potential savings. The estimated cost of energy shows how much a household would spend on heating, hot water, and lighting in a property. It is not taken into account how the residents use energy.

At the end of the EPC certificate, the energy assessor's contact information is provided, so you can contact him/her at any time.

What happens if you don’t have a valid EPC?

If you do not have an energy certificate, or if your Energy Certificate has expired, if renting, you can be faced with a hefty fine.

In order to avoid these kinds of huge costs, all you need to do is provide an affordable EPC certificate. More specifically, if you are asked to present the energy performance certificate by an EPC inspector and you fail to do so, you will receive a penalty charge notice and defined action.

The approximate fine for a home is £500, and for other types of properties, it could go as high as £5000.

Note that if your energy performance certificate rating is low you may have to deal with an extra cost. More specifically, if your rating is below E, it's illegal to rent or sell your property. Not only that but also a low rating like the one mentioned affects your home's value and salability. As reasonable, an EPC certificate cost is worth paying for in order to improve your home's energy efficiency.

In a similar scale to the labels when buying new electrical devices, the energy efficiency of properties is graded on a sliding bar graph with a color scale from green to red to indicate their energy requirements or consumption. Minimum energy efficiency standards (MEES) legislation

In April 2018, Minimum Energy Efficiency Standards came into force in England and Wales. MEES makes it a legal requirement for all privately owned properties to have an EPC rating of at least an 'E' before they are let. From April 2020, MEES has extended to existing lettings of residential property and in April 2023 to existing lettings of commercial property.

Buildings that are not legally required to have an EPC

These can include some listed buildings, places of worship, temporary properties, some HMOs (House of Multiple Occupancy) and holiday lets.

Short or very long terms lets

MEES does not apply to rentals of less than six months or more than 99 years.

The golden rule

For a landlord or a tenant to meet the qualifications of the golden Rule they must make the necessary changes in order to obtain an EPC rating of E or above. All improvements that are made to the property should be cost-effective and signed by an independent energy assessor. With regard to commercial properties, all investments for energy improvements must be cost-effective within a seven-year period. Devaluation

Social housing schemes

The regulations apply only to privately rented properties. Social housing is exempt from MEES regardless of its condition, quality, or EPC rating.

Since it was first introduced in England and Wales in 2006, the EPC is now a legal requirement for a building to be sold, let or constructed. Once the Energy Performance Certificate is issued, it is the owner or landlord’s responsibility to keep it up-to-date.

If you choose to use an estate agent to market the property, they must include a copy of the EPC report in all commercial advertisements such as a brochure and website, etc. With a new building, the builder in charge of the construction is responsible for producing the Energy Certificate. We offer Retrofit Dwelling Assessments to Retrofit Assessors

 

Qualified PAS2035 Retrofit Assessors accredited via Trustmark registered scheme (Stroma).

Based in Tameside and cover the wider area with great availability to suit the occupants as required.  

 

A highly detailed assessment of the dwelling will be conducted prior to any of the retrofit works, and MUST be carried out by an accredited retrofit assessor. The scope of the assessment varies depending upon the risk path designated by the co-ordinator, the number of improvement measures and type of building involved. 

 

As part of the assessment an rdSAP (energy performance survey) will be conducted, along with an occupancy survey that takes a look at the actual usage of energy from the occupants with regard to heating and hot water rather than the general assumptions made by rdSAP, to give a more tailored result of energy consumption and improvements to the occupants. 

 

A condition survey report must be produced, whilst this is purely an observation based assessment it looks for any signs of defects that may affect installed measures and would need to be fixed or assessed further by specialists prior to installation. For example penetrating damp caused by faulty rain water goods (guttering). 

 

Once the retrofit assessment is completed a comprehensive report will include the energy report, condition report and occupancy assessment to be evaluated by the retrofit co-ordinator.

The Process – Step by Step

 

Once you have instructed us to conduct the retrofit assessment we will contact the occupier prior to the site visit and ascertain the following information:

  • Approximate age of the property.

  • Number and age of extensions and any supporting documentation, e.g building regulation plans.

  • Documents for rooms in the roof. – Sign off documents 

  • Warranties and certificates, e.g. cavity wall and loft insulation, solar panels, extractor fans, boiler, hot water cylinder.

  • Last 12 months energy bills – gas and electricity.

 

We ask that this information is ready for the assessor upon arrival as these are crucial in helping us make an accurate assessment of the retrofit needs of the property.

 

Energy assessment, survey, floor plan and collection of evidence.

While conducting a normal EPC survey inc. measurement of all glazing, we will move through the property carrying out measurements of the rooms, walls, windows, doors, and photographing most of what we see. 

The information collected is recorded in detail on the floorplan and will be carried out in all rooms including the roof and loft space internally and externally. 

Condition assessment.

As we carry out measurements we will be making further notes and recording information about the condition inside and outside of the building from an energy retrofitting perspective. 

Any issues such as damp, mould, cracks, leaking gutters and roofs are noted, photographed and recorded in the report. 

Ventilation assessment is important in a retrofitting assessment so we will pay particular attention to things such as the condition of extract fans and windows to see if they are in working order. 

Occupancy assessment. 

We interview the occupants to determine the level and extent of energy use in the property and any issues they have with this. 

We use tact and discretion to find out the information required whilst remaining objective and explaining the rationale behind the need to collect as much accurate information and data.

The final report.

Following this we head back to the office to continue calculations required, upload evidence collected, reconcile energy bills and produce the final report using Stroma’s software.

We lodge the final report on the Data Warehouse and provide a copy to the Retrofit Coordinator. It is expected that the coordinator will liaise with relevant professionals such as a designer to produce a retrofit plan which is best suited to the client’s home.

What is residential retrofit ? 

 

It’s taking a whole house, fabric first approach to improving the energy efficiency of existing dwellings under PAS2035. It can include a number of measures ranging from improving insulation, heating systems, ventilation and air quality and renewable technologies whilst taking into consideration any current defects such as damp, mould and condensation issues. 

These improvements may be undertaken on a room by room basis over period of time or the whole dwelling in one shorter period. With the aim of lowering energy bills and reducing fuel poverty and reducing Co2 emissions. 

 

This plan of approach will be undertaken by the retrofit Co-ordinator who makes an initial risk assessment of the property and from this determines the PAS2035 risk paths A, B or C. 

They are responsible for over-seeing the project and team from design, implanting the changes and final review on completion and hand-over. 

 

Following the result of risk paths B or C a retrofit dwelling assessment report must be completed by persons who are both a qualified DEA (domestic energy assessor) and a Trustmark certified retrofit assessor. The retrofit assessment can be completed by the retrofit co-ordinator or retrofit assessor for risk path A.

 

The newly published PAS2035 document essentially sets a prescribed course of action to be followed by the whole design team to ensure those set goals are achieved. PAS2030 is the other existing standard for the installation teams to follow. With the aim of avoiding higher than expected energy bills, and unintended outcomes such as condensation and mould after making improvements.
